Gambling on a bank card in South Africa: merchant code 7995, fees and blocks
Every card payment to a bookie carries a merchant code that tells your bank it is gambling. Here is what that code triggers: foreign payment bans, possible cash-style…
Banking & FICA
You buy a voucher with cash or a card, get a PIN, and type it into the bookmaker's deposit page. The issuers say you pay no fee on top and the value lands at once. The catch is in the rules: no refunds, fixed expiry, and some vouchers can't be part-used.

A cash voucher is a prepaid PIN sold at a till, a spaza, a banking app or online. You hand over cash or pay by card, receive a slip or SMS with a PIN, and redeem that PIN with a merchant that accepts the brand. For punters, the merchant is the bookmaker's deposit page: choose the voucher as payment method, enter the PIN, and the value is credited to your betting balance.
The appeal is plain. You do not need a bank card, you do not share bank details with the bookmaker, and you can cap your spend at the value you bought. This guide covers three brands that South African bookmakers widely list at the cashier: 1Voucher, OTT Voucher and Blu Voucher. Each publishes its own rules, and they differ in ways that matter once money is on the line. For other ways to fund an account, see our payment methods overview.
The table pulls the published rules from each issuer's FAQ or terms. Figures can change, so check the issuer's page before you buy a large voucher.
| Rule | 1Voucher | OTT Voucher | Blu Voucher |
|---|---|---|---|
| PIN | 16 digits | 12 digits | Printed on slip, digital voucher or SMS |
| Valid for | 3 years from purchase | 36 months from first purchase | 36 months from purchase |
| Value range | Depends on outlet, e.g. R1 to R1,500 at Flash, R50 to R2,500 at JD Group stores | R5 to R5,000 | Not stated in the FAQ |
| Fee to you on redemption | None stated; merchants pay a 2.5% acceptance fee | "No hidden fees", full value used | No cost for redeeming, full value |
| Part-use | Not possible on Flash machines; change may be issued as a change voucher | Cannot be reloaded or combined | Not possible: redeemed for the full value |
| Refund | Non-refundable | Non-refundable unless the Consumer Protection Act requires it | Not addressed; lost or stolen PINs can be cancelled before use |
| Cash out | App balance can't be withdrawn as cash | Cannot be redeemed for cash | Not addressed |

1Voucher's store list runs to roughly 50 retail brands, from Shoprite, Checkers, Pick n Pay and Spar to Pep, Ackermans and Boxer, plus banking apps and wallets such as FNB, Standard Bank, Absa, Nedbank, Discovery, GoTyme and MTN MoMo. OTT says its vouchers are sold at more than 200,000 locations that sell airtime, including Shoprite, Checkers, Boxer, Makro and local spaza shops, and through its OTT4Me app. Blu Voucher lists retail stores, petrol stations, spaza shops, banking apps and digital platforms, as well as its own checkout site.
Redemption follows the same pattern for all three:
If a PIN is declined, each issuer sends you to the merchant first. 1Voucher says to contact the betting partner, which escalates to 1Voucher if needed. Blu Voucher says the redemption partner may contact Blue Label to resolve it. Keep the slip until the deposit shows in your balance: 1Voucher states that staff cannot recover a lost PIN.
Buying the wrong denomination is the most common way to lose control of a voucher budget. The rules differ:
Worked example. Say you set yourself R200 for a weekend of football bets but buy a R300 Blu Voucher because that was on the shelf. Because Blu redeems for the full value, all R300 lands in your betting balance and the extra R100 now sits on the bookmaker's side, where getting it back means a withdrawal and verification. Buying a R200 voucher keeps the budget where you set it.
On fees, the money side is simple for the punter. A R1,000 deposit by voucher credits R1,000 according to all three issuers. 1Voucher discloses that the merchant pays a 2.5% acceptance fee: 2.5% of R1,000 is R25, carried by the bookmaker, not deducted from you. Check the bookmaker's own deposit minimums, which the issuers say vary by merchant.
Vouchers are not open-ended. 1Voucher is valid for 3 years from purchase. OTT is valid for 36 months from the date of issue, and OTT's terms say any balance after expiry is forfeited and cannot be reactivated, extended or refunded. Blu Voucher is also valid for 36 months, and its FAQ says redemptions are declined after expiry.
Refunds are narrow. 1Vouchers are non-refundable, although the value can be loaded into the 1Voucher app. OTT vouchers are non-refundable unless the Consumer Protection Act 68 of 2008 requires a refund, and you can ask OTT for written reasons if a refund or redemption is refused. Blu Voucher lets you cancel a lost or stolen voucher by calling 0800 014 942, provided it has not been redeemed.
Sometimes. Vouchers are mainly a deposit route, but two issuers run payout services with some bookmakers:
Two caveats. A voucher payout is still a withdrawal, so the bookmaker's identity checks apply first; our guide to FICA documents for betting accounts explains why. And a voucher PIN is as good as cash: 1Voucher app balances can't be withdrawn as cash, and OTT vouchers cannot be redeemed for cash, so plan what you will do with the value before you choose this route.
Vouchers make it easy to top up from any till point, which cuts both ways. If you find yourself buying vouchers you had not planned, the South African Responsible Gambling Foundation's toll-free line is 0800 006 008, open 24/7, and our responsible gambling page lists self-help tools.
All three issuers say you get the full value. 1Voucher discloses that the merchant, not you, pays a 2.5% acceptance fee.
Blu Voucher is redeemed for the full value. 1Voucher cannot be part-redeemed on Flash machines, though a change voucher may be issued at the merchant's discretion. OTT vouchers cannot be reloaded or combined.
1Voucher is valid for 3 years and OTT and Blu Voucher for 36 months. OTT's terms say the remaining balance is forfeited after expiry, and Blu says redemptions are declined.
At some bookmakers. 1Voucher and OTT both run payout services with local bookmakers, delivering a PIN by SMS. Blu Voucher's FAQ does not mention payouts.
1Voucher says staff cannot recover a lost PIN. Blu Voucher lets you cancel a lost or stolen voucher on 0800 014 942 if it has not been redeemed. OTT says replacement is not guaranteed.
